So ... using a somewhat more sophisticated version of a buzz bomb is "revolutionary"?
As far as I can tell, the only really revolutionary aspect is that they're being operated by the CIA, which is just a bit peculiar. (And must have the Air Force and Navy's knickers completely in a knot.)

Actually, the Tomahawk is the updated version of the V1 buzz bomb.
Armed Predators really are something new. They don't crash into what they want to destroy, rather they shoot at it and then come home. We've never before had a combat aircraft which could make ground attacks without a human pilot. The attack is made by remote control, but it means that no human is risked. And since the Predator itself is not really all that expensive, it could be risked in circumstances where the chance of a manned jet not coming back were too great.
